I mean, GARDEN PLOT been deployed a number of times, not least for the 1992 LA riots (rather laughably if you ask me, those riots were mid by Western world riot standards - if anything the main benefit was that the military weren't the LAPD). So it's absolutely sinister/creepy from a US law perspective but historically been relatively inconsequential. So far. Talking of TIL, I recently heard about the Whiskey Rebellion, which was kind of like the forerunner of what lead to stuff like GARDEN PLOT.

Interesting that the US immediately had problems with the same sassy types who drove us Brits out! Their grievances were pretty legit too, because Hamilton clearly didn't realize how whiskey was actually used (as a way to pay people in the boonies), so slapping a tax on it was a much bigger problem than he imagined!
Also wow from that article I learned what "riding the rail out of town" means - I had kind of assumed for my entire life it meant getting forced or chased on to a train by an angry mob, but it's much more literal:
