It doesn't have an AC or attacks, so it's hard to tell.

Are we giving it a Hybrid form like the Cat Lord, or just Hawk or Humanoid forms?

Oh, and it's Charming Gaze should only work in humanoid form if it follows the original version.

Claws/talons were originally 1d6 with a 1d4 bite. How's that for you? I almost wonder if we should boost them a step just to make them tougher.

That seems very low for an Epic monster. The Epic Level Handbook's Cat Lord has 2d6 claws and a 1d8 bite in Medium size Cat or Hybrid form, which seems more apt.

However, the 3E Giant Eagle and Dire Hawk have bite damage a step higher than their claw damage.

We could have it be able to become a Tiny hawk with 1d4 claws and a 1d6 bite or a Medium-sized hawk or hawk/human hybrid with 1d8 claws and a 2d6 bite?

For alternate form, why not give it a hybrid form and a choice of several standard "hawks" (ie, including giant eagles, etc)? By standard, I mean from other books or the SRD.

I'm fancying human/hawk/dire hawk/hybrid as its alternate forms.

I think I'll start a Working Draft so we can keep everything together until Ye Olde Shadie One returns.

A beautiful woman with an air of nobility and confidence. Her more striking features are a large pair of vibrant eyes and a slender, curved nose. She is dressed in fine silks and a cloak of hawk-feathers, with a pair of rapiers belted to her waist.

The hawk lord (or Lady Hawk, as some call her) is the animal lord who has dominion over hawks everywhere. Unlike most animal lords, she enjoys interacting with humans when pursuing her duties. She frequently leaves her home in the skies of the Beastlands to tend to the affairs of hawks in both the Upper Planes and the Prime Material Plane.

The hawk lord often appears in areas where hawks are being endangered. She rarely intervenes when hawks are menaced by natural perils such as a typhoon, but instead opposes unnatural forces or intelligent beings. The hawk lord most often works to prevent humanoids driving hawks from their habitat, stealing all their eggs and young, and so forth. Lady Hawk is a protector of hawks in general, not individually, and shows little concern if a hunter or predator kills a single hawk, unless the bird is a member of a very rare species whose loss might contribute towards its extinction.

The hawk lord stands 6 feet tall and weighs 140 pounds when in humanoid, dire hawk, or hybrid form. Her dire hawk and hybrid forms both have a wingspan of 12 feet. Her normal hawk form is about 2 feet long with a 5 foot wingspan.

The hawk lord can speak Auran, Common and Draconic and can also communicate telepathically with any intelligent creature.

COMBAT
The hawk lord tackles most social confrontations while in her humanoid form, making use of her charming gaze as appropriate. In combat, she typically fights in hybrid form, but may take dire hawk form when in need of speed and agility. The hawk lord avoids fighting while she's a normal-sized hawk, mainly using that form for scouting and to interact with ordinary raptors.

Alternate Form (Su): The hawk lord can assume the form of a humanoid, a hawk, a dire hawk, or a hawk-humanoid hybrid. When in animal or hybrid form, the hawk lord gains the use of Multiattack, Mobility and Improved Flyby Attack as bonus feats.

Charming Gaze (Su): The hawk lord may charm a single creature it makes eye contact with up to 7 times a day. It can only use this ability while in human form. This is similar to a gaze attack, except that the hawk lord must use a standard action, and those merely looking at it are not affected. The effect is as charm monster (only affects humanoids, giants, and predatory birds), 90 ft. range, Will save (DC 35). The DC is Charisma-based.

Dive (Ex): If the hawk lord makes a dive attack while in animal or hybrid form, it may make 2 claw attacks, each causing double damage with a +4 bonus to their attack roll. Furthermore, the hawk lord gains a +2 circumstance bonus to its Armor Class due to its high speed. The AC bonus lasts until the hawk lord stops moving or the start of its next turn, whichever comes first.

Improved Evasion (Ex): The hawk lord has improved evasion like the rogue's class ability.

Spell-Like Abilities: At will—astral projection, cure serious wounds, detect evil, detect good, dimension door, displacement, ethereal jaunt, greater invisibility, greater teleport, hypnotic pattern, tongues. Caster level 20th. The save DCs are Charisma-based.

Summon Raptors (Sp): The Hawk Lord can summon 10d6 hawks, 3d6 dire hawks*, or 2d6 legendary eagles* as a full round action, once per day. The summoned animals arrive at the beginning of the Hawk Lord’s following round and are completely loyal to the Hawk Lord, as if under the effects of an animal friendship spell cast at 20th level.

*The dire hawk and legendary eagle both appear in Monster Manual II. If that product is unavailable the Hawk Lord can summon 10d6 hawks, 3d6 giant eagles, or 1d8 rocs.

Skills: The hawk lord has a +8 racial bonus to Spot checks.

Equipment: +2 anarchic keen wounding rapier, +2 axiomatic keen wounding rapier, robe of eyes, cube of force.

What you have doesn't look like alternate form to me but is more like change shape --- it keeps its own ability scores. So it seems like we should switch that. We probably shouldn't say it takes the form of a hawk either, really, since it's getting a lot of new stuff compared to a hawk (like dive, a bite attack, etc). (And if it were an SRD hawk, we wouldn't put in a separate statblock really.) Not sure what to call it, though.

I was going to change the ability scores for each form, which is why it's in red.

I did consider describing it something like "a Tiny or Medium-sized raptor resembling a hawk or giant eagle", but that seemed a bit wordy.

What about the question as to whether its Charming Gaze should only work in humanoid form, like the original?

Hmm... we could make it so it only works on humanoids while its humanoid, but it can charm raptors in any form?

So I'll just white the red text in the current Working Draft.
