Thnayvan will cast Entangle BEYOND the kobolds, just catching them in the closest arc of the circle. He will move closer with any move action left, but not within melee range.

He then leaps gracefully from the saddle and draws his longbow.

If the above happened before combat, he moves forward to 30ft away from the kobolds and fires an arrow, avoiding anyone engaged in melee.
