D&D 5E Spell Scroll Creating Question

I was wondering if a wizard could create a spell scroll that would cast a spell at a higher level, or if it is based of the casters casting level. For example, can he create a fireball spell scroll that casts the spell at 7th level, or would he have to make a normal 3rd level fireball spell scroll and somehow cast it at 7th level, or is it impossible to do it and it has to be cast at 3rd level if used as a scroll.

I would let someone prepare a scroll with a higher level version of the spell. I think generic scrolls are at the lowest level just for simplicity.
 

I would let a wizard create a fireball scroll in a higher level slot. If the mage can cast 5th levels spells and wants to create a 5th level fireball, he should. It will cost the same as any other 5th level scroll costs.

It makes it a bit messy for tracking if treasure lists spells in higher levels, but can work. "You find a scroll with bless, hold person, and spiritual weapon. The bless is cast as a 3rd level spell and the hold person is 4th level." "Uh, what do I need to roll to cast it."
