Why do druids keep their own hitpoints, but use the Con bonus of their new form for saves?

Why not just have them keep their base Hit Points and adjust then using the Con bonus of the form their in?

If a druid is wearing an Amult of Health, then changes into a Bear, he'll only have his base hitpoints. If he then gets Endurance cast on him, will he gain hits?

It seems that his hit points will go based on his Base Con + Endurance bounus and that his Saves will be based on his Bears Con + Endurance bonus.

Is it a balance reason as to why they just don't use their base Hit Points and the wildshaped forms Con?

Hit points are a reflection of how good the character is in combat. It's based on how tough the character is, how much combat training he has... When you wild shape, you take all that knowledge with you, so hence your HP stays the same. But you also inhabit a tougher more resilient body that works under more extreme circumstances hence the higher Con bonus for saves.

If the druid in bear form were to get Endurance cast on him, the HPs would be based on his original... but saves based on the Bears CON.

The Druid could also specify that the amulet doesn't meld into the new form and is useable in bear form.

Nothing wrong with a house rule here

It makes sense to me, since the knowledge of how tough you used to be shouldn't keep making you tough, or you'd get bonus hitpoints off of wisdom.
