MAPTOOLS is freeware and constantly being improved. www.Rptools.com

Not only can you make your maps and SPECIFICALLY save your campaigns on it..you can also run virtual tabletop with it. It's nice for making maps, but you can also upload saved maps from Campaign Cartographer or Autorealm.

I've attached a map from my 4th edition playtest games.

Can you actually make maps in it? I was just under the impression it was battlemat software.

I'm a fan of Open Source tools and AutoRealm is a very good one. It's very similar to Campaign Cartographer, though probably not a polished as a purchased product.

Is it a going concern, though? The last news on the website is from Februrary 2005, where it's said that development on the Borland Delphi version is stopped in favor of a port to wxWidgets. (Which would be good, but a lot of work.) Then, on the sourceforge site, development discussion sorta dies around October 2006.
