Malazan Book of the Fallen's Quick Ben comes to mind. But ultimately, for me, it's got to be the following:

Fiction
1 Gandalf - Tolkien
3 Ged - Ursula Le Guin
7 Granny Weatherwax - Discworld (Witch)
What's interesting about these three is that while no one can dispute that they have great power, they probably used fewer spells than the others on the list. It's like Ged said, the greater a wizard becomes, the less magic they need to work.
