The official miniatures sets from WizKids for The Wild Beyond the Witchlight include 'The League of Malevolence' set and the 'Valor's Call' set, and contain a whole bunch of characters from the 1980s D&D action toys set and the cartoon.

The League of Malevolence set includes Warduke (the evil fighter) and Kelek (the evil wizard), as well as Skylla (Ringlerun's former apprentice), Zarak (the half orc assassin), and Zargash (the evil cleric).

The Valor's Call set includes Strongheart (the paladin). Ringlerun (the wizard, who was on the cover on 1983's AD&D Player's Handbook!), Molliver (the good thief), Elkhorn (dwarf fighter), and Mercion (the cleric).

Hey, GW literally charges $9+/mini, unassembled AND unpainted for their "troop" minis. This is about $6 per. Expensive, but nowhere near GW levels of dumb.
$3. I did the maths on the troops. GW is the best way to get hordes of zombies, skeletons and orcs.

It depends on which troops. Some will run you about $3 per mini like you said whereas others will bring you up to about $5 per. I don't know that I've seen any low level troop minis that come out to $9 per, but they're definitely not all cheap. More importantly, though, is that there's significantly more work getting a typical Warhammer mini to a point where it's ready to paint than, say, something like Bones or Wizkids' Deep Cuts. For veterans of that scene, it's probably not much of an issue, but I dare say for most people even $3 for an unpainted mini that you first have to cut out of a sprue and then glue together before even painting (paint's not cheap) is a far worse option than paying $6 for a fully painted mini that's ready to go out of the box.

Starter Sets for WizKid's pre-painted miniature sets are typically sets of player character adventurers. It is an efficient way for WizKids to sell a package of popular player character minis, without people having to buy randomized blind boosters of minis.

I am sold on the balloon mini even though I could probably scratchbuild / 3d print one
