Rules As Written, this seems to be the case yes. Verdict is still out on Rules As Intended until someone from WotC chimes in.

As always, the ruling at each table will be determined by the DM. This does not work at my table because I think it is just an oversight in the wording. I may change that ruling if WotC comes out and states that they did in fact intend for this to work.

I'm looking at RaW. Generally don't use errata

Ah, you are correct on that element.

I'd say that since you wouldn't do a Melee Attack on an ally you wouldn't cast the spell on them either.
The clarifications on OA in 2024 make it clear that it is written for enemies.

This is because Opportunity Attack says a creature leaves your reach, rather than a foe leaves your reach?

No AOOs were always available on allies. The reason why is in the War Caster feat changed.

The old 2014 Feat said:

When a hostile creature’s movement provokes an opportunity attack ...."

The new 2024 War Caster Feat says:

"When a creature provokes an Opportunity Attack from you by leaving your reach ...."

So under both 2014 and 2024 you can make AOOs against allies, but under 2014 War Caster you could only cast spells against hostile creatures.

As far as cheese ... I say meh, if you get the feat do it. I think the new unarmed strike with an AOO is cheesier, letting you grapple an enemy that is trying to leave.
