Rules As Written, this seems to be the case yes. Verdict is still out on Rules As Intended until someone from WotC chimes in.
As always, the ruling at each table will be determined by the DM. This does not work at my table because I think it is just an oversight in the wording. I may change that ruling if WotC comes out and states that they did in fact intend for this to work.

I'd say that since you wouldn't do a Melee Attack on an ally you wouldn't cast the spell on them either.
The clarifications on OA in 2024 make it clear that it is written for enemies.
