Anyone willing to give a comparison of this article to the 2e detail on the city and the githyanki in general from Guide to the Astral Plane, and/or the article on the city and its society from Dungeon in 3.5? Level of depth by comparison? Changes from earlier details to fit 4e, or just changes in general, etc?

Roger Schwalb wrote the article, which is heavily indebted to the githyanki articles in Dungeon 100. I don't have the PS books to compare it to. The article does make some changes to account for the 4e cosmology, but nothing drastic (its most noticeable when they speculate about the One in the Void).

They mention the different castes of Githyanki society, the military ranks, go into some detail about what happened with Gith and the pact, the split with the Githzerai, and how Githyanki treat other races in their city.

Was Dispater involved in forging the original pact between Gith and Tiamat, or is this new to 4e?

The baatezu were never involved previously. It was all Gith and Tiamat (and potentially Vlaakith making a side deal with Tiamat to get Gith out of the way).

Tiamat was always connected to the fiends, especially Dispater and Bel (and Zariel before him), but more intimately connected to the Dark 8 (even including having a child with Cantrum).

Involving Dispater in any way with the githyanki/red dragon pact is entirely new (though I'm in no way averse to it myself, having dug into the history of Gith and Tiamat rather deeply in my current campaign).
