First of all from the wiki for those who haven't seen it:
Tremors is a 1990 American science fiction horror comedy film directed by Ron Underwood, based on a screenplay by Brent Maddock and S. S. Wilson, and starring Kevin Bacon, Fred Ward, Finn Carter, Michael Gross and Reba McEntire. It was distributed by Universal Studios.

The story follows Valentine McKee (Kevin Bacon) and Earl Basset (Fred Ward) who work in a small, secluded settlement in the Nevada desert. With the disappearance of residents and a number of unexplained animal deaths occurring in the area which coincide with strange seismic readings, the pair discover the existence of undocumented subterranean creatures stalking any animal living in the area. Dubbed 'Graboids', the residents and a visiting seismologist must fight to survive the appetite of these insatiable creatures.

If this series of movies were being run as an RPG scenario, would the GM who was running it be a fair GM or would he be a terrible GM?

If the players have fun, he's a great GM. If the players are annoyed, he could use some work.

If it's a one-shot, he can reasonably expect to run a game like that. If it's part of his ongoing campaign and all those PCs die, it's kind of douchey.

In short: there's no one answer.

Did the players have fun? If so, he was probably a good GM.

The details of the resulting story don't make a GM good or bad - what matters is if the players liked playing.
