Not a game you want to play every day, but funny for rainy days.

I gotta say OD&D(1974) for those who can get it. Rules Cyclopedia is a good Basic D&D version and probably the easiest for one stop shopping.

I am surprised no one has mentioned RISUS yet. I've never played it, but Rel (and Ethernaut? Can't recall if that's correct) both swear by it as an incredibly easy game system. Its rulebook is six pages, including pictures.

I also second Feng Shui. I played it once under an NC Gameday, went out and bought the book a week later, and had my group playing it the following week. Awesome rules set, and well-fleshed out for extended play.

I was going to post RISUS, but you beat me to it. Damn you Henry! (and yes, Ethernaut is the RISUS pusher...) Here is is: http://www222.pair.com/sjohn/risus.htm All of 6 pages, and will do anything you want. From one shots to campaigns, it's flexible enough to handle any genre, and you can read the whole thing in less than 10 minutes, and understand it too!

The fantasy wargames Melee and Wizard eventually spawned The Fantasy Trip/In the Labyrinth... Created by Steve Jackson, published by Metagames, and now long out of print. It became one of the sources for what would eventually become GURPS.

3 stats- Str, Dex, Int- plus HP. 20-30 minutes to read the rules. 15 minutes to make your first PC. 5 minutes or less for each subseqent PC.
