I don't know Conail. As creatures get smaller, they shouldn't get slower. Not all carp are the "coy pond" variety. Wild carp are very fast. Porpoises and squids both have a Dexterity of 17 at Medium size. The octopus has a Dexterity of 17 at Small size. Fish are Tiny. If anything, I would contemplate raising their Dexterity above 17 rather than lowering it (based on the stats I've been looking at).Conaill said:Having looked at a lot of animal stats lately (see my sig), I would recommed Cha 4 (not quite as anti-charismatic as a lizard or rat) and Dex 15 (fish may be slippery, but a big fat carp isn't exactly dexterous).
