D&D (2024) New rules for spell scrolls??

So reading the new rules it appears all spell scrolls are +5, DC13 and there is no chance of failure? So my 1st level Wizard can use a scroll of Wish no problem?

Am I missing something?

The only listed restriction in the PHB is that the spell has to be on your class spell list. There is no wording about restrictions if the spell level is higher than you can currently cast. However as mentioned above, the PHB section is specifically referring to cantrips and level 1 spells, so maybe there was just no need to list the mechanic for higher level spells in this section of the PHB.

The other hidden restriction is that the DM has to make the scroll available as loot or in a shop at a price you can afford. So the DM always has that level of control as well.

What you’re missing is the DMG. The only spell scrolls that are in the Player’s Handbook are cantrip and 1st level spell scrolls, all of which do have +5 to spell attack rolls and/or a save DC of 13, just like cantrip and 1st level spell scrolls in 2014. Higher level spell scrolls will presumably have different attack bonuses and DCs, but the Player’s Handbook doesn’t get into them because they’re not regularly available to PCs.
 

Looking at 2014, the higher level spell scrolls are likely to have higher level attack rolls and save DCs. As for chance to cast, that might follow 2014 as well but until the DMG comes out there's no point in mentioning the rules.

How many scrolls of wish do people find anyway?
 

scrolls should have their DC or DC of the user, whichever is higher:

cantrip-2nd level: +5, DC 13
3rd&4th: +7, DC 15
5th&6th: +9, DC 17
7th&8th: +10, DC 18
9th: +11, DC 19

Spell scrolls players make do have DC of the user. Level 1 scrolls free to buy assume level 1 casters with optimized standard array stats. DC 13.

We found a scroll of Fireball yesterday and we are 2nd level. That is what brought up the question.

Yeah, that one is probably more reasonable to find. Without the 2024 rules handy, I'd still follow the 2014 rules, definitely boost the save DC and add a chance to fail. I wouldnt be surprised if that is still the rule in 5.5, the problem is that as scrolls listed as adventuring gear are for cantrip and level 1 spells, those who can use them would have no chance to fail anyway.

As for wish scrolls, I think I'm just biased when it comes to that spell. Rather than a scroll, I give out a ring or a lamp which summons a genie to give out wishes.
