D&D (2024) Max Slow possible?

Thus far I got barbarian 9/Eldrich knight 11.

Use a whip before fighter 9, hand axe afterwards, converting the mastery to slow. Sharpshooter for some extra range.

Slow Mastery = -10'
Slasher feat = -10'
Barbarian Hamstring = -15'
Ray of frost (Eldrich Knight) = -10'.
= -45' of movement with range 60'.


Are there any other ways to add more slow?

You've probably considered the obvious ones, but here you go:

The slow spell. I guess you would have to have a scroll or an item to cast it, since you would need to be a 14th level Eldritch Knight to get it. This would halve their movement.

Grease, or Shove, or any of many other ways to make opponents prone, which will also halve their movement.
 

First as an interact with object, flip through the PHB trying to find the one little rule that you want to exploit this round.

Then as a bonus action, ask the DM to explain what all the different scribbles and minis on the battlemap stand for.

As an action, roll your d20 off the table. Refuse to roll a different one, claiming the first was your lucky die.

As a reaction, fail a Perception check to find the lost die.

This special move actually allows you to start the round over. Start flipping through the PHB again!

This set of moves can slow down the game for up to 20 minutes. If you keep repeating it, you can actually stop any other player or enemy from taking actions. It's the perfect way to slow your opponents!

Well that is certainly a valid perspective. But not one I share.
I don't see it as fun except as a personal challenge to break the rules by trying to maximize a single schtick for the purpose of maximizing the schtick.
