In a campaign that I will be starting up soon, the beginning adventure takes place around an air force base. I am wondering if anyone knows where I can get some air force base maps and floorplans, either cheap or for free? Any and all help is appreciated!

www.globalsecurity.org has lots of satellite photos of different places, to include AFBs.

Conversely, build your own. All you need is lots of space for hangers and runways, control tower(s), and living quarters for all the personnel (this includes the living necessities of most AFBs - commissary, BX/PX, movie theater, civilian car repair area, gas station, MP station, fire department; all the bits that make a small town function are required at a larger AFB).

I would agree with looking at the Dungeon #96. I can tell you that you will probably not find one since that is pretty big breach of Air Force Security Protocols.

A friend of mine works at Luke Air Force base as a janitor. He has acquired a map of the area. I've been buggin’ him to get me a copy, but he keeps forgetting. Would his possession of a map be a breach?

It all depends on the map. There's nothing illegal about possessing a street map and plenty of air force bases provide various kinds of maps on their respective websites that show things like the relative locations of different facilities. Another place to look is Microsoft's TerraServer website. You can find perfectly legal aerial photographs of many installations.
