Looking for a good, but odd, race for a wizard

Umm, Xephs maybe? From the XPH/psionics SRD?

They're medium-sized but have +2 Dex/-2 Str, darkvision 60 feet, +1 on saves against magic and psionics, a Burst ability to get a temporary boost to land speed a few times per day, and are naturally psionic so you could take the odd Psionic feat if you felt like it. Psionic focus could help out the occasional Concentration check when you have to be sure of getting a good roll (anyone with psionic focus can expend it to treat a Concentration check as though 'taking 15' similarly to taking 10).

Speed of Thought and Up the Walls could be interesting psionic feats to have (they function as long as you have psionic focus) for movement purposes. Could multiclass in Psion, Wilder, or Psychic Warrior, along with levels of Wizard, Bard, or Sorcerer, to enter the Cerebremancer prestige class at some point (arcane-psionic equivalent of mystic theurge). Would have to keep your non-PrC levels fairly even though since Xephs have Soulknife as their favored class, rather than an actual manifester or caster class.

Or perhaps Deep Halflings? Or I guess something from one of the Races of X books. I forget, are Spellscales (Races of the Dragon) or the like LA+0?

Define "Bizarre".

Do you want something that is a bad choice for a wizard because of its abilities (Orc, with the penalty to Intelligence)? Something that could work as a wizard, but usually isn't portrayed as one (Kobold, since their arcanists are normally Sorcerers)? Or just something that has a weird name and isn't from the first Monster Manual? Or something completely off the walls that makes almost no sense, like an Awakened Baboon?

Check out your Monster Manuals and the like- you'll probably find all kinds of +0 LA critters out there suitable for your plans.

There are also some +0LA races in the Planar Handbook, probably some in Savage Species, and definitely some in the Races series, Magic of Incarnum, and the XPH.

Of those, the most bizzare for Wizards would be:

1) The Buomann (sp?) from the Planar Handbook- they don't speak.

2) Neraph from the Planar Handbook- they look like Slaad and have some unusual feats & exotic weapons to their name...

3) Anthropomorphic Animals from Savage Species- I'm pretty sure some of the small ones at least may be +0LA.

A short furry figure at the back of the room raises its paw. "Might I suggest Blink Dog?"

What you say? Blink Dogs can't cast spells?

"Pish Posh!" says the Blink Dog. "Of course we can cast spells. We have our own language. To you it sounds like a mixture of barks, yaps, whines, and growls, but it transmits complex information and is plenty suitable for casting spells."

Another voice cuts in "But you're LA +2!"

"BAH" says the Blink Dog, as it waves its paw at you. "Look at all the abilities that Whisper Gnomes have and then tell me that I deserve a +2 LA and they don't."

"If I may be so bold", interrupts a small cloaked figure, "This is it 'rules' forum. We simply cannot ignore the fact that you have a +2 LA".

"But but but!" The blink dog stammers, "it isn't fair! Surely everyone can see that if I had been added in a splat book rather than the core rules I would be LA +0."

"Enough of your whining, cur!" the cloaked figure interrupts again, "Begone form this forum!".

"You haven't heard the last from me!" cries the blink dog, who then disappears in a small <bamf>.

lobsterGun- I'm still laughing. That was excellent.

About the Awakened Baboon: RAW says "Creatures with 1 or less HD replace their monster levels with their character levels", but this is under "Humanoids and Class Levels". So would you just ignore the Humanoid bit here and say the Baboon just uses class levels?

Or, since the Baboon was probably Awakened later in life, would you say that the character had to have 1 level of Baboon?

Halfling. -2 str, +2 dex. Small size is a bonus for a wizard.
Goblin. -2 str, +2 dex, -2 cha. Darkvision. +4 move silently. Small size but with 30 ft. movement.
Warforged from Eberron and MM3. +2 con, -2 wis, -2 cha.
Kenku from MM3. -2 str, +2 dex. Various minor abilities.

All are LA +0.

But built in arcane spell failure unless you take a feat (Unarmored Body)

An awkened effigy is one that's popped into my head, though I don't think one of a human would be LA +0.

For something really counter-intuitive but probably a blast to role-play take a Half-Ogre.
For something more suited for Wizard try Hobgoblin war-wizard type.
If you must work without level adjustments, take a Kenku Beguiler.
I also like the Nezumi from Oriental Adventures (rat people).
