In slavic folklore, vampires were fertile, and there are lots of examples of myths of vampire-like creatures in other cultures that acted lasiviously and inspired similar feelings in their victims.
Its mostly in popular literature that the male vampire is impotent or incapable. Yarbro's St. Germain can't perform in that fashion because of grievous wounds (a deliberate mutilation prior to his 'death',) and Anne Rice's male vamps are neither interested nor capable, except when gorged on the blood of multiple victims. The sometimes (okay, often) predatory nature of male sexuality is replaced in these stories by the lust for blood, and the vampire's method of feeding is a substitute for sexual congress.
In western lore, the incubus/sucubus would be the archetype. There is a "Vampires: A-Z" website with lots of other examples. Here is a link to it.
