We've started with Pathfinder 2e Remastered and have heard great things about Foundry. We've been doign things manually with Roll20 so far. My DM is asking what needs to be bought and how much it costs on Foundry. There's a a base Foundry license, does that allow us all on or do the players need to purchase anything? Is it a package or individual books he needs to buy? Does the DM buying them let everyone in the game have access? Adventures are homebrew, but we would need the books and monster stuff I assume.

Whatever the GM purchases can be "turned on" as a module in Foundry. Players don't need to buy anything.
Once the GM purchases the Foundry license, they're good to go. If they want to host themselves, there's nothing more to buy. I pay a monthly fee to the Forge so I don't have to worry about hosting games.
The core Pathfinder rules are available for free. There is complete access to everything from Archives of Nethys - so you don't have to buy splats like you did on Roll20.
(I made the switch from PF2 on Roll20 to Foundry. It took some learning, but I managed - not being particularly savvy with computers. I'll be happy to point you to resources to help you transition, if you'd like.)

Just because you seem knowledgeable, do you know if us players can import characters from pathbuilder2e or wandersguide?

The only purchase that would be needed is if you’re playing an AP. The rules are all free and the Foundry team is really quick about getting the rules module updated when a new book releases. Paizo does have a few token packs for sale for Monster Core and Bestiary, since the default rules module doesn’t include the art assets. If you buy an AP, the NPC tokens have the relevant art setup for the NPCs featured.

I have used Pathmuncher for Pathbuilder character imports as @cranberry mentioned. It can be finicky sometimes, but it gets the job done.
 

I think if you're running PF2 with a VTT, Foundry is 100% the best choice. I'm running Abomination Vaults with it (that I got as a part of a previous Humble Bundle) and my players have been amazed. I also play Roll20 and it's no comparison.

There are tons of resources on Youtube for how to configure Foundry for PF2 and you can automate a ton of things with it. And like people are saying, it's currently on sale. If you have specific questions, I'm glad to help since I've used Roll20 and Fantasy Grounds as well.
 



Older as in PF1?
Older PF2e is what I assume they mean. Not all of them have official releases, but if you have the PDF you can import it and it at least builds the maps with lighting/line of sight and journal entries for you. I think it creates NPC tokens, but they don’t have art IIRC. I used it to setup a few of the free RPG day one-shots, so my assumption is it handles AP material the same.
