IMO, it's a hold-over from rolling dice for stats. That's about the only way to promote racial archetypes/stereotypes with random generation. When you're doing point buy, it doesn't matter -- and is actually counter to the balance implied by point buy.
If you want to play to type, then a 16 dexterity is worth just as much as an elf as a human. If you want to play against type (buff elf warrior) then then why penalize you twice for a 16 strength (if there was a penalty)? The table can decide how much they care about enforcing the racial stereotypes in PCs.
Or get rid of racial ability modifiers entirely. That'd fix it.
I am not sure elves should be more graceful. They just have had lots of practice without coresponding age related muscular and sensory degeneration. Give me a hundred years running around in a 25 to 30 year old physique and I would appear graceful and unhurried.
...although, wouldn't a stat boost to dexterity represent exactly what you're describing? Lots of practice running around for an extra 100 years in 25 year old body?

Does that come from somewhere other than the 'Aldryami' (elves) of RuneQuest (c1978)?Some stories have made them actually plants, kind of like dryads without a specific tree, and that's actually an interesting direction I've thought about taking elves, but it's the only option I don't think would ever be official.
