Dome of Spell Dampening

NOTE: I am creating a homebrew world that will have a couple of large cities. I have decided that I would dampen or block specific kinds of spells within the cities to explain why high level wizards don't just level the place with fireballs. This is the spell I came up with to allow for this. Please critique it.

Dome of Spell Dampening
Abjuration
Level: Sor/Wiz 9
Components: V, S, M, F, XP
Casting Time: 1 hour
Range: Long (400 feet + 40 ft./caster level)
Area: Special (see Text)
Duration: Permanent
Saving Throw: None
Spell Resistance: Not Applicable

Dome of Spell Dampening allows the caster to create a permanent area of low magic. This spell cannot be dispelled. Below are the effects on spells cast within spell dampening by school and type. You apply the limitations based on the school first, then the limitations based on type. So, if the limitations on the type are none then the spell has no limitations no matter what school it is from. If a type is not listed then assume it is unaffected. The spell actually creates a cylinder that reaches up into the heavens where spell effects are dampened. If casters work together to create adjoining domes a dome can be made of any size.

Abjuration
– Work as normal.
Conjuration – Dispelled before the effects take place, or upon entering the dome.
Divination – Work as normal.
Enchantment – Work as normal.
Evocation – Work as normal.
Illusion – Work as normal.
Necromancy – Dispelled before the effect take place, or upon entering the done.
Transmutation – Works as normal.

Effects by Type
Elemental
– Dispelled before the effects take place, or upon entering the dome.
Evil – Dispelled before the effects take place, or upon entering the dome.
Chaotic – Dispelled be fore the effects take place, or upon entering the dome.
Damage Spells – Deal minimum damage.
Interplanar Spells – Dispelled before the effects take place, or upon entering the dome.

Casting this spell takes one hour during which the spell caster must concentrate fully in this spell.

Material Component: Silver Dust: The dust must be sprinkled around the circumference of the dome. The cost is 1gp/10 ft.. The dome may have a radius of the range of the spell. To calculate the circumference of the dome is 2 * radius * 3.14159.

Focus Component: The caster must focus on a wand of dispel magic and a wand of antimagic field while performing the rituals to cast this spell.

XP Cost: 5,000

Rather then dispelling spells why not limit or dampen such spells that way a wizard can cast fire balls but they are much less effective.

I would suggest a spell from the prohibited schools elements cast from outside the dome into the dome are dispelled while if cast in the dome they work but are limited. If the spell increases with levels then its considered to be cast as if cast by a level 1 magic user.

Also I would up the time to raise a dome paticularly as its permanent
 

This is a high-level, ritual epic spell at the very least.

What you've created is a discriminating Antimagic Field.

There's no way that a 9th level spell should have this much power.

(By the way -- you could just have it make all damage done by spells subdual. That way, law enforcement could toss fireballs all day to bring down evil-doers. Might make for interesting flavor.)

what about catching wood on fire. My two main concerns with this spell are keeping the city from being destroyed by magic and limiting/aleviating some magics that could be used in a criminal manor like necromancy/plane shifting.

I really don't care if one person can kill another person. So long as they're not attempting to kill them and destroy half the city in the process.

I figured that this could be a 9th level spell because of the time and material/focus components. I have also been considering making the focus components into material components which would increase the spell's cost significantly. Though what level would you recommend for this spell?
