I would say it has to be masterwork, and thats about it.

I take it you are asking because of the Phychic Weapon Master over at the Mind's Eye correct?

As far as I know (Kuni Crystal weapons in OA excepted) there are no rules in current DnD. Although as I type this, I must wonder at the exotic component list in MoF. Maybe Crystal is in there?

Well, it's not exactly "crystal", but there's nephelium. It's transparent like glass but has the same hardness and hit points as iron. It's from The Sunless Citadel, page 32.

Check the magic items section. Psionic items will be partly or mostly constructed of crystal. So a +3 longsword enchanted psionically is likely to have a crystal blade. Just flavour text.

Well, the PrC speaks about a non-magical weapon, so you either need a magical AND a non-magical (the first to get into the PrC, the second to use it in the PrC) or they simply mean masterwork (as psionic weapons need to be masterwork, just like magic ones, and they'll probably be crystal before they got enhanced via psi)

Well you could just have it cost the same to construct it of crystal, since there really aren't any rules on it, or you could use it as standard material and tweak the hardness and hp of the item. Maybe less hardness and a few more hp?

A crystal weapon would have a fairly high hardness (similar to stone) but low HP (because they fail all at once rather than being gradually worn down).

According to the PsiH and PHB, crystal has the same hardness as stone (8). The number of hp depend on the "type" of stone; natural stone has loads of hp, stone created by magic has fewer hp.

You know, if you could find a friendly Spellcaster to cast Augment Object on that crystal, you'd have some really damn tough crystal on your hands. :D
