Sahuagin. Don’t know that there’s any lore about it but I have them much more likely to come ashore to do their dirty business on the darkest night of the month than any other day.
that's a good one - you could have any sort of sea monster do that really. These monsters are "confined" to an area humans normally don't go - the sea, the deep woods, the underground - but on the darkest night, they come out!

Similar to how lycanthropes are attuned to full moons, does anyone know of any creatures that are more active during new moons?

Yes. The Deadly Doo-ran Doo-ran.

Shake up the picture the lizard man mixture with your sword on the eventide
You got me thinking that this moon is going to make the bad guy
I said it again but could I please rephrase it, like a rogue I need to hide
I couldn't really put it much plainer but I'll wait 'til you decide
Send me your warning siren
As if I could ever hide

Last time La Luna
I light my torch and wave it for the
New moon on Monday
And summon fire newts through the night
I stayed the cold day
With a lonely satellite
