Very specific build very high level. How playable from level 1 or 3 is it?
Level 1 it's the same as any other Sorcerer.
Level 2 you have a better cantrip and more spell slots, at the cost of delaying Metamagic.
Level 3 Agonizing blast will carry you. Though you're behind other classes who have a subclass.

Bards where I see it being OP potentially. Druid who cares, wizard better things to do
We'll have to see how many attacks Moon druids can get. If it's 3 it's going to be a strong option, though not broken.

High-level wizards can use CME+Scorching Ray. Which can 1 shot many things if pre-buffed.

Upcasting both the scorching ray and CME.

Looks good in a white room but how many level 7× slots you gonna blow?

Followed by how many actually play these levels (1-10% apparently).

2 if I could nearly kill BBEG in 2 turns. (1 turn if I can pre-cast). Seems like the time to pull out the big guns.

Level 6 CME + level 3 Scorching Ray is roughly on par with a high level martial character.

Yea. Not going to be a problem in most games. Just as most people never had an issue with Force Cage.

It should still be fixed.

Once again assuming you hit and the beginning doesn't have any elemental resistances.

Accuracy was accounted for. No advantage or other buffs where assumed. Just keeping concentration.

I have yet to see a creature resistant to all 4 types. (Terrasque is immune to attack spells).

Fire resistance would require a level 4 Scorching Ray to make up the difference.

Would changing it to scale by 1d8 instead of 2d8 ruin your game or something? Because you seem weirdly defensive about it.

They don't have to be resistant to all 4 types, they only need to be resistant to the one you choose when you attack.

FWIW though Tiamat, Bahumat and Aspect of Tiamat are all immune to all 4 types and along with Terrasque, that means all CR30 monsters published by WOTC are immune to this spell.

Maybe you should try it on a high level character.
I'd love to, but my group disbanded.
Don't think I would have a chance for a while.
I have tried it on ahigh level character - not OP IME.
What build?

It's not OP if your using it with just 2 attacks. Possibly not even 3.

But get to 6 attacks and it is.

You choose each attack. Bludgeoning seems to the safe choose most of the time.

Tiamat is immune to bludgeoning from non-magical attacks.

It losing concentration from the breath weapons you need to worry about.
