Reading a few I understand the acting is often good, everyone is well-suited to the roles and there are some briefly-good action bits, but that the film is overall dull, convoluted, and intentionally has nothing to say, which is completely insane given the title and subject matter.

I'm not surprised that it has nothing to say. The MCU is spectactularly unsuited to saying anything of import.

I'm not upset by that at all. When I go to movies, it's to get away from reality for a bit, not to get preached at about a real world issue. Those I deal with outside of my entertainment.

My suspenders of disbelief are helped by having a plausible story. Plausible for the story world, that is.
So, for example, Falcon and the Winter Soldier failed at delivering in-world plausibility. It was confused nonsense that wanted to look like it was doing a thing, without doing the thing.
Captain America Winter Soldier, on the other hand, did a good job of giving us a cold war spy thriller vibe that fit within the MCU.
I strongly suspect that CA: BNW is going to fall much closer to FatWS precisely because it is so scared of looking like a real world conflict it will compeltely fail at plausibility.

The reviews I've seen are mixed, not bad, which, honestly, I expect for any Marvel movie anymore, no matter how good.
