Can the Psionic Weapon feat be used with a touch power?

A relatively simple question.

Could the Psionic Weapon feat (http://d20srd.org/srd/psionic/psionicFeats.htm#psionicWeapon) be used with a melee touch power -- like, for example, dissipating touch (http://d20srd.org/srd/psionic/powers/dissipatingTouch.htm) ?

IIRC the ruling is that delivering a touch attack is not the same as a weapon attack and unless the spell (orpower)specifically states otherwise they aren't combined. Amonk for instance can't use his unarmed attack to deliver a shocking grasp - it is one or the other.

Actually, he can.

Alternatively, you may make a normal unarmed attack (or an attack with a natural weapon) while holding a charge. In this case, you aren’t considered armed and you provoke attacks of opportunity as normal for the attack. (If your unarmed attack or natural weapon attack doesn’t provoke attacks of opportunity, neither does this attack.) If the attack hits, you deal normal damage for your unarmed attack or natural weapon and the spell discharges. If the attack misses, you are still holding the charge.

I say you can, though some people might argue that dissipating touch does not count as a "melee weapon". Interestingly enough Psionic Shot refers to a "ranged attack" so I think there's not wiggle room on dissalowing that. Is is fair for Psionic Shot to work with powers and not allow Psionic Weapon to?

No. You can use it with "Psionic Fist", but only if holding the charge (and thus makin it with a melee attack instead of a melee touch attack).

You can also use the Graft weapon power and use either Psionic Fist or Psionic Weapon to enhance your attack (and mix in any touch attack power as well, but resolving it with a melee attack instead).
