What should the CR of this Be? (Players or DMs of Epic Games)

This is from WOC Bastion of Lost Souls but im making it an Epic Game, by the rules he would be between 30 an 35 but looking at him i dont see it what do you guys think?
What level characters would you really challenge but be beatable?

You may wish to just use the stats for the elder titan from the ELH (and maybe play around with his feats and/or reduce him to huge or something). If we use that as a base, your titan wizard is a cr25 at most (not including divine ranks).

No experience with divine rank 0 whatsoever, so can't comment there. :p

I ran an extensive, organically-grown epic game with smart, resourceful players, so that might be influencing my opinion.

Are you asking in terms of the modified titan or in terms of general foes to throw at them?

The Modified Titan in the Adventure its a Titan so i just want to up its challenge a little bit cause im scalling it from a level 18-21st adventure to a 22nd through 25th adventure

My concern with tacking on spellcaster lvs on top of a monster that is already a pseudo-caster itself is that you may end up inflating its cr excessively. Between 9th lv wizard spells and its already impressive array of SLAs, you will likely not get a chance to use that many of them (unless you start off with arcane spellsurge in tandem with multispell). And ideally, you want your titan to get in some good whacks as well, since that it what an iconic titan would do, rather than hang back as artillery.

Well, on paper at least, a storm giant with 20 lvs of sorc is also a cr23-24 (depending on whether you round fractional cr up or down), and also gets caster lv24 courtesy of practiced spellcaster (I would actually recommend this). From a mechanical POV, your advanced titan shouldn't deserve too high a cr. It has a ton of options, but in a fight expected to last 4-5 rounds at most, it wouldn't have enough time/actions to take advantage of this.

Thats kinda what i was thinking So what level would be the best challenge for the PCs
