D&D 1E Rules Cycolpedia Weapon Mastery Rules: Deflect option

Hi everybody, I'm about to begin a one - to - one adventure using the D&D Rules Cyclopedia rule set, and we're using the Optional Weapon Mastery Rules. The player is going to play a 3rd level Fighter with Skilled weapon mastery level with the Normal Sword. Looking at the chart, the Fighter at Skilled level can Deflect 1 attack per round. My question is: using the Rules as Written, does he have to declare that he wants to Deflect before or after that his foe rolls his attack roll? I'd say before, just want to be sure!

Not sure how I ran it then, but I think now I'd allow them to declare it after it hits.
@Strider1973 I'm in the same boat as cbwjm. The assumption in 1e/BECMI was you were dodging and deflecting during a round already, that is what a miss was. So the only reason to call out an ability that deflects an attack is if that attack would actually hit you. Otherwise it is just the the typical action of around.
