multiclass penalty for prestige classing?

Does the multiclass penalty come into effect for prestige classes? I thought no, since they aren't base classes, but I couldn't find this info in the SRD (IDHTBIFOM). Can anyone state a rule that says this?

I know they don't count against you, but I don't remember where it said so ... but I'm 100% certain that PrC's do not count against multiclassing limits.
