If you're using something that uses VS.NET's common language libraries (like VB.NET or C#), you need the .NET framework, which isn't included in any version of Windows (not even XP). Right now it's a bit of a pain, since hardly anything uses it, but eventually it shouldn't be a big deal - once more programs start using .NET, once you have the framework installed, you've got it. But, regardless, I'm told that it won't work with Windows 95.
Personally, I've been considering VB.NET for the next version of TableSmith, as I think the syntax for VB7 is much improved. But right now it's probably too much of a burden for users (who aren't concerned about what language or version a tool is written in).
