Does adding O5e lair actions to the comparable A5e critter change it's CR rating?

It would depend. Some lair actions in O5e do and some don't. For example, an O5e lich is CR 21, but CR 22 in its lair. However, an O5e dragon has the same CR in or out its lair. I imagine the same thing is true for A5e - it depends.

Now, if you are just adding the O5e lair actions to an A5e monster, then as a baseline I would make the adjustment recommend in the O5e source. So, if I gave an A5e lich the O5e liches lair actions, then I would increase its CR by 1.
