Bonechill Chimera and small parties

I'm sorry if this has been asked before.

I just got some of the new Dangerous Delves WotC miniatures, and among them was the Bonechill Chimera, which has an ability to attack with each of its heads, each against a different target.
This got me to thinking, the game I'm running has only 2 PCs. Would a monster of this type be able to use its multiattack power against my party and just lose the third attack, or would it be unable to even use the power due to there not being 3 different targtes?

I wouldn't bother using monsters that require a normal sized party to function correctly. To fix problems that occur with oddly sized parties, I would just have them run another character each.

You can always 'target a square' effectively - so use the power but lose one of the attacks.
