They have recognized that they should be able to compensate for some of the equipment they lack by using buff spells, but haven't gotten around to actually implementing that yet.</p><p></p><p>I am currently considering using adventures 2 or more levels lower than their average party level (or 80% of the average party level, whichever is lower), and scaling up by increasing the number of opponents.
