    Both! And there's no reason for it, it's not like every monster has a great Dex save, yet it's failure rate is truly impressive.

    Honestly, having played spellcasters in many games where enemies almost always make saving throws, it was actually refreshing to have my spells work fairly often. Except for sacred flame, of course. I don't know what the problem with that spell is, I think it's cursed.
