WOIN What does the "Draw a Bead" exploit do?

The "Draw a Bead" exploit is worded differently between the NEW 1.2 core rule book and the other 3 reference materials -- the NEW1.2 core rule book, the OLD core rule book, and the WRRD. The former says "You do not pay any penalty for firing into melee, as long as your target is at least 10’ away from you." The latter 3 say "The penalty for firing at a target engaged in melee is reduced from 2d6 to 1d6." Which is correct? Or is it intended to be different depending on which genre is being played?

Looking at my books, OLD and NEW say no penalty, NOW says -1d6. The former is correct.
