I think he will retrun at the end of the mid season final episode...and then become a factor in the last half of the season...

That is my guess as well, though the description for episode 5 says, Assorted enemies pressure Rick and the group; the survivors and the prison may reach a breaking point. We know the zombies are one enemy... the person feeding the rats is another. Could the Governor be another one coming?

I was reading over on a Walking Dead forum, and I think either episode 6 or 7 is an episode devoted entirely to The Governor. So, they're bringing him back in time for the mid season finale.

I wonder if we'll get (comic spoilers to the right)
