I've always loved Arago/Talpa's Theme from Ronin Warriors. Nice short instrumental piece for the villain to deliver his speech on why everything the heroes have done up to now was a complete waste / playing exactly into his plans.

Saline is an extremely CE villain from New Cutey Honey and is also a bard. Which means she actually sings her own villainous theme.
