It seems clear enough that if you lack a tool to do something specific you can't do it, i.e. you can't craft or repair an item without a hammer, and you can't pick a lock with your bare hands. In fact, it's pretty well established that you can try to do anything as long as you have the tool for it, the difference being you aren't very good at it if you don't have proficiency.</p></blockquote><p></p>
