If a character is at zero hit points, stable, but unconscious when the party decides to take a Short Rest, can that unconscious character spend any remaining Hit Dice to recover Hit Points?

Can an Unconscious character be given a Potion of Healing by another character?

I would say a) no, and b) yes.

As unconsciousness has its won rules for recovering Hit Points (1 after 1d4 hours) allowing you to spend Hit Dice after 1 hour rest makes no sense. So I would say no.

'Drinking or administering a potion takes an action.' as its says administering, I would say yes. Although if I were feeling really mean I might make you make a Wis check to not drown the victim...
