If a character is at zero hit points, stable, but unconscious when the party decides to take a Short Rest, can that unconscious character spend any remaining Hit Dice to recover Hit Points?

I would say a) no, and b) yes.

As unconsciousness has its won rules for recovering Hit Points (1 after 1d4 hours) allowing you to spend Hit Dice after 1 hour rest makes no sense. So I would say no.

'Drinking or administering a potion takes an action.' as its says administering, I would say yes. Although if I were feeling really mean I might make you make a Wis check to not drown the victim...

That IS mean. Or a Con save by the drinker not to drown

I'm about 94% positive I saw a clause in the rules that says you must have at least one hit point to benefit from a rest.

That refers to long rests (which give you back all your HP).

Ah. I hadn't recalled that part of it.

Okay, fair enough. I think it's reasonable to extrapolate the rule to a short rest, but it is indeed left unaddressed in the rules this far.

A stable creature regains 1 HP after 1d4 hours, so if you can take a long enough short rest, you became conscious.
