Umber Hulk

1. Seeing as how descriptive you are, I do not think I could do your question justice in answering.
2. A Half-Dragon Umber Hulk would have all the abilities of an Umber Hulk:
-Confusing Gaze
-Darkvision 60'
-Tremorsense 60'
-Burrow 20'
-Claw and bite attacks
As well as the added abilities of the Half-Dragon template. Some of this varies depending upon which dragon is the contributing parent. It has:
-Wings, with a fly speed of 40', average maneuverability
-Breath Weapon (Varies by type)
-Immunity to sleep, paralysis, and the dragon parent's energy type
3. It would be a pretty serious level adjustment, but with an Intelligence of 13 (11 for Umber hulk, +2 for Template) I could see a Half-Dragon Umber Hulk being a PC in a campaign world that would permit such a thing.
I'd like to add that in the fluff for the 'Truely Horrid Umber Hulk', it states that these creatures may be found in the service of evil dragons. With how easily dragons seem to procreate with all other species, the existance of a Half-Dragon Umber Hulk sounds pretty reasonable. In as much as anything within D&D sounds reasonable.

Don't Forget that the Half Dragon Template also gives you:

Armor Class
Natural armor improves by +4.

Give me I good description of a of an Umber Hulk and links to good descriptions of evil dragons besides the Chromatic Dragons and I will make a description of the Half-Dragon Umber Hulk which I would like try as a PC using the Savage Species (if there is an update to to the PC Umber Hulk let me know). I like the Shadow Dragon though its breath weapon might not be so good for character to have.

This hulking, powerfully built creature looks something like a cross between a great ape and a beetle. The low, rounded head is dominated by a massive pair of mandibles and rows of triangular teeth. It has two big compound eyes like a beetle’s, with two smaller eyes like an ape’s in between. Armor plates cover virtually all of its chitinous body, whose scattered feelers resemble sparse hair. Umber hulks are massive creatures that dwell deep beneath the earth. Ripping through rock as though it were light underbrush, they rampage continuously, leaving destruction in their wake. An umber hulk stands roughly 8 feet tall and measures nearly 5 feet across, weighing about 800 pounds. An umber hulk can burrow through solid rock at a speed of 5 feet.

Here is what I have so far on the Half-Dragon (Black) Umber Hulk's Description. I am not sure iabout the arms and legs right now. How many toes does each of a Black Dragon's feet have?
From a distance you see what appears to be Umber Hulk but it has features not found on an Umber Hulk. Large, thick, black scaly plates cover his chitinous body, Scatter through out his body are feelers that resemble sparse hair. Two vast dragon-like wings flare from his back. The wing membranes are marked with blobby stripes, and the leading edges of the wings are fringed near the tips. The top of his low, round head which appears to be skeletal, is crown with a row of hornlets.. Above his large compound eyes are two small dragon-like eyes. Both sets of his eyes are deep-socketed. He has massive jagged edged mandibles and rows of triangular teeth that are visible even when his mouth is closed. Jutting from his chin are a small pair of horns. The arms reach almost down to the ground. The hands end in thick clawed fingers with iron-hard ridges.
