TIME STOP SPELL (9º)

I have a question about Time Stop magic.
A powerful magic level 9 like this where the magician to long for 1d4 + 1 rounds, but This spell ends if one of the actions you use During this period, or any effects That You create During this period, the creature Affects other than you or an object wellbeing worn or Carried by someone other than you.

The Wizard with this spell can not stop time and use some magic against the enemies? Or attack them? What this effect refers to the magic?

T im e St o p
9th-level transmutation
Casting Time: 1 action
Range: Self
Components: V
Duration: Instantaneous

You briefly stop the flow o f time for everyone but
yourself. No time passes for other creatures, while you
take 1d4 + 1 turns in a row, during which you can use
actions and move as normal.
This spell ends if one o f the actions you use during
this period, or any effects that you create during this
period, affects a creature other than you or an object
being worn or carried by someone other than you. In
addition, the spell ends if you move to a place more than
1,000 feet from the location where you cast it.

Time stop was always meant as a self-buff spell, or to setup a big effect. Now that buffing is sort of gone, I can see this spell being far less useful. Most aggressive mages used delayed blast fireball with this spell, so when it ended the monster was blasted with 2-5 fireballs all at once.

Sorry, did not understand how ............ Most aggressive mages used delayed blast fireball spell with this, so it ended When the monster was blasted with 2-5 fireballs all at once?

In magic says that an effect ends an enemy with magic. As the wizard could do what you said?

on editions 3rd and before, when you cast other spells, even attacks while in a timestop, spells durations started right after the timestop ended. So for example, if the timestop was 3 rounds, the mage would cast three fireballs while timestopped, and the three would explode at the same time after the timestop. From the standpoint of the victims, the mage would seem to cast a triple fireball instantly

Right now on 5ed, the spell ends if you cast an attack spell or otherwise affect someone, so it is more of an utility spell, such as to flee an area or steal an item

Ok, but this 5th edition, and he can do that? Looks like the text of the spell says that if he uses an effect against a creature spell ends.

You can't conjure a creature. You can't lay down Delayed Blast Fireballs. You can't cast a ritual. I don't see much reason to use this spell with your only level 9 spell slot. You can only cast one concentration spell at a time. It would have been nice if they had come up with something different for spell given all the changes to magic. It's useless as written or nearly so.

I do not agree. Conjuring or summoning a creature is not "affecting" it. It comes into existence in a time stop, and does not "wake" until the time stop ends. You essentially are summoning a creature into a very temporary stasis.

Also (I dont have my PHB) but if Delayed Blast Fireball is in the PHB, it absolutely works. As the fireball explodes on a timer, and again does not "affect" anything during the time stop.
