Since looking at the power levels of the demons from Hordes of the Abyss is Loth supreme since she is a god. Also Colossal fiendish red dragons, are they higher up the demon food chain (their CR is way higher then other demon lords)?

Lolth is a being that has gained power in varous editions, even though she was technically a lesser goddess in the 1st edition deities and demigods. Some of the other demon princes and lords, such as Orcus and Demogorgon, may qualify as deities of some sort. Also, while Lolth may have a fair amount of personal power, there are perhaps limits to how much power she can project across several abyssal layers. (Depending on your setting, there may be deities who have layers of the Abyss as well.)

Of course, you are free to make your own Abyss or use a different cosmology.

As was mentioned somewhere else, the CR is misleading because layers of the abyss are divinely morphic and so the ruling lords have almost-complete control over them.

Indeed.

The Abyss is the ruler of the Abyss.

I've always viewed the Abyssal Lords as having a more primal connection to the Abyss, being more in tune with its true nature and the influence of its malevolent Xaos incarnate. True deities on the other hand have distanced themselves from any connection they might have had with the plane they've carved out a domain on. They're no longer listening to the plane, or they no longer can, as they're far too busy listening to their own mortal worshippers. True deities just have totally different concerns, they're molded by the belief of their flock, and ultimately dependant on that worship.

True deities are removed from the normal politics of the Abyss for the most part for various reasons, and by virtue of concern, care, or enlightened self-interest, deities in the Abyss don't interfere with the Abyssal Lords, and the Abyssal Lords largely avoid those deities.

Thanks for the replies. What can a demon lord do on their layer of abyss that is special. Also according to deities and demigods can't loth basicly do anything she wants within a few miles of her.
