What does backwards compatible mean?
It means that fifth edition adventures and supplements will work in One D&D. For example, if you want to run Curse of Strahd in One D&D, that book will work with the new versions of the core rulebooks. Our goal is for you to keep enjoying the content you already have and make it even better. You’ll see this in action through the playtest materials, which you will be able to provide feedback on.

The main issue with forward compatibility will be thst the 2024 Core Rules will have elements not present in 2014 rules (Weapon Masteries, etc.) whereas any rules element referenced in a 2014 option will at least have am equivalent referent in 2024. But you are right, there may be a funky corner case or two: probably less from 2014 core PHB options and more from stuff like the SCAG Aubclasses nobody talks about anymore that are already funky.I think we'll find some interesting issues with specific 2014 characters in the 2024 rules once we have the 2024 rules. I don't think any will be impossible but some may require people to make up some rules or whatever (depending on what they've done with, say, grappling).
I see no reason to see why Riaing from the Last War won't work just fine: they have a sidebar in the PHB that breaks down how to import older options like the Species there, so there shouldn't be anything thst cannot be used.One thing I do find interesting is that while adventures should still generally work with 2024, certain supplements now clearly won't, such as Xanathar's/Tasha's or Eberron. But I imagine they'll "fix" that soon enough by releasing 2024 compatible updates (only $59.99 USD!).
