By the RAW does the +1 enhancement bonus from a +1 Longbow add to both the damage and attack rolls? If so why would anyone ever spend money on +1 arrows?

I mean pick a few enhancement types that are commonly used and have them put on the bow but then get specialized ones (i.e., less commonly used) placed on the ammunition.

It's the same reason Arcane Archer does not totally and irrevocably suck.
You can have a +1 holy, keen, mage bane, wounding, enfeebling, shocking burst bow and still fire arrows with a +5 enhancement pre-epic.
