Yes, some creatures communicate concepts through telepathy that are understood regardless of known languages of the recipient.
 

Is it possible to create a telepathic language using telepathy?

No, I don't think so. Telepathy basically pushes ideas and concepts through the mind in the same way words would push ideas and concepts through words. Telepathy then bypasses the need for language.

That being said, I suppose you could have some form of psychic communication that IS expressed with words that just push their way into the target's head. But that would be clunky and might only serve for specific thematic effect.
 


I would say that the telepathic language needs to not be overpowered or step on class features. The range of communication should be limited to the range that someone could be easily understood by yelling out loud (100 feet?). The language should potentially only be understandable by others with the telepathic language unless the speaker has the Awakened Mind GOO Warlock feature. It might need a minimum intelligence score to use.
