Sword and Sandals Campaign Settings?

I haven't played it but check out the reviews on the Testament campaign setting. And of course there's Oriental Adventures, and the Indian-themed campaign, which I can't remember the name of. Someone will though :)

Hmm... Rome and Greece are European, too :D. But I disgress ;).

The main setting part of Morningstar is a Roman country. The Arcanis campaign also possesses its pseudo-Roman areas.

Yeah, I've no problem with a Greek or Roman feel. In fact I'd quite like it. Does Morningstar or Arcanis do it well? One thing I'd like to avoid - if possible - is the standard Teutonic feel (elves, dwarves, goblins, etc.) retro-fitted outside the kind of cultural area where it makes sense.

Well, then I don't think Morningstar or Arcanis fit your bill. In Morningstar, elves play a major role in the metaplot, and as far as Arcanis goes, they have their pseudo-classical campaign parts, but on the other hand it's pretty generic.
You may have more fun with Testament then. I haven't read it, but from what I know it seems to be the "Swords and Sandals" genre in its pure form.

No no no. Wait. Elves and goblins aren't Teutonic either. You mean myths from the British Isles. Teutonic are Germans. Like me. :p

Have you looked at Oriental Aventures? Pseudo-Asian feel. There's Rokugan setting for that somewhere.

Testament is all humans, based on the Hebrew traditions. The Hebrew, Egyptian, Hittite, Sumerian and Babylonian cultures are represented with classes, deities, spells, and histories unique to each.

Coming in the summer is Troy, another Mythic Vistas book from Green Ronin. It is based on the Trojan War, and will use Testament's "Mythic feel" Mass Combat (with some modification, according to what they have said so far).

Mongoose has a new book coming "this month", OGL Ancients.

Swashbuckling Adventures has a failry nice 16th-18th century with a few moments of 9th century setting for you. Still European, but certainly not medieval.

Oathbound has elves and dwarves, sort of, but they aren't the emphasis, check out the sentient telekinetic jellyfish, and the setting feels like something in between Atlantis, Byzantium, and Shadowrun.

Testament is awesome.

There are resources for Al-Quadim and middle eastern settings, though none of them are too huge. The Dragon Sands one taking place in the Bluffside universe is actually pretty decent.

That would be Mahasarpa. Very cool Indian-flavored campaign world that is a free web enhancement download for OA from Wizards.com
