Non-magical and magical spiked gauntlets... What slots do they use up?

The Character Builder and Adventurer's Vault seem to contradict each other, but I can't find a clarification anywhere.

So, just to be clear here...

Spiked gauntlets do not technically take up a weapon slot, but you must effectively have a hand free to use them as a weapon (unarmed). In addition, if the spiked gauntlets are magical, they take up the hands slot.

Now for the $64,000 question...

Which magical effects (properties, powers, etc.) are available for use, if a character is wearing magical spiked gauntlets but not using them as a weapon?

If, for example, the character is actively wielding a sword and shield, thereby keeping both hands full and unable to use the spiked gauntlets as an unarmed weapon, which magical bits of the gauntlets can he use or activate?
 

I would think you have to treat them as two items. magical weapon kind of enhancements for one item. and Glove type magics for the second. If you are trying to get enhancements from the gloves that improve your hand-held weapons then I wouldn't allow it.
