No. Slow reduces your move to 2. Teleporting almost never uses your move in its calculations. If it said "teleport equal to your move" then i suppose slow would affect it, but otherwise no.

And why would it? Slowing is due to your feet being crippled or ice freezing you, neither of which should dampen you're arcane ability to snap your fingers and teleport away.

Ah ah. Don't look at what the fluff is in order to interpret the mechanic. Because if ice is freezing you you should be frostbitten, or if your feet is crippled then that hsouldn't just go away with a save.

Yes, but those are two separate things that just happen to have the same numerical value. Slow reduces your 'speed' to 2 - it doesn't say 'reduce teleport to 2' or 'reduce climb to 2' or any other such thing. Granted, some of those are a little silly from a fluff perspective, but you said yourself to ignore the fluff for the purposes of this ;)
 

A monster's walk and teleport speeds being the same doesn't tie them together any more than their fly and walk speeds mean being the same mean they use their legs to stay in the air. It has to specifically tie them together or they're seperate and the teleport is unaffected by being slowed.

Slow: "Your speed becomes 2. This applies to all your movement modes, but it does not apply to teleportation,..."

The all your movement modes part refers to climb, swim, fly, burrow... any other modes that I may have forgotten.

As for the original poster's question, that has been answered, and teleportation is specifically mentioned as not being affected on PHB 277.

Slowed affects speeds. Teleportation is a distance. Unless the distance is based on a speed, the slowed condition has no affect on it.
