D&D 5E Shillelagh RAW with Two-Weapon Fighting

I am playing a Rogue-Bard who has Shillelagh on Charisma from a magic item.

She usually fights with a shortsword in one hand as her main attack and her Shillelagh in her other hand as a bonus action (casting the spell on the first turn and not attacking with it until the second turn).

Question is does she get to add Charisma modifier to her damage when attacking as a bonus action. The question comes from the actual spell description:

"The wood of a club or quarterstaff you are holding is imbued with nature's power. For the duration, you can use your spellcasting ability instead of Strength for the attack and damage rolls of melee attacks using that weapon, and the weapon's damage die becomes a d8. The weapon also becomes magical, if it isn't already. The spell ends if you cast it again or if you let go of the weapon."

The question is based on the underlined. Is this a case of specific vs general; does specific wording for Shillaleagh which states you use your modifier for damage overide the general rule that you do not add your modifier to damage rolls with Two-Weapon Fighting?

Finesse has the same wording and I don't think anyone would rule that you have to use Strength for an offhand dagger attack.

"Finesse​

When making an attack with a finesse weapon, you use your choice of your Strength or Dexterity modifier for the attack and damage rolls. You must use the same modifier for both rolls."

Shillelagh states that you use your spellcasting ability instead of Strength.

So wherever Strength would apply, you cross out "Strength" and replace it with "Charisma".

But as Strength doesn't apply to the off-hand damage, neither does Charisma.

Unless you have the Two-Weapon Fighting style, you would not add your Charisma modifier to the damage of your shillelagh-enhanced weapon when using it to make an off-hand attack as a bonus action.
