Sanctum Spell - What's the purpose?

I've seen people using sanctum spell to do nasty things with the rules. But I never saw someone using it the fair way.

PCs would almost never be at the sanctum to use the full power of the feat...

So I ask:
What's the advantage of this feat for Players?
What's the possibilities of reducing the spell level (ok, now I'm asking about the tricks)?
Can it be used to craft at low cost? Can metamagic be use with wands and scrolls?

It's one of those things designed specifically for NPCs.

Players use it to qualify for feats and prestige classes that require that they be able to cast spellls of X level or higher by casting spells of X-1 level in their own sanctum.

Would it mean that a player who left his sanctum loses his powers? I mean, he is not eligible for the prestige class or feat anymore... That can be really good for NPCs, but for players it is horrible.
 

Does a wizard who is out of third level spells disqualify himself for a prestige class for which that is the requirement?

Give him a wand or a scroll of third level spells and he will still be able to cast. In the other hand, the PC of the sanctum feat would not be able to cast.

Far from his sanctum he is not able to cast spells from higher level using only the trait SPELLS.

Binho is correct. Its in the same vein of qualifying for a prc via a ring of evasion. Lose the ring lise the prc. Except in this case the ring is an acre of land.
